Account security is of the utmost importance.  In order to register a new device, you must have access to the phone number(s) or authenticator app (if configured) on file for your account so that the system can verify your identity.  This means that you will need to first login using a previously trusted device, such as an iPad, tablet, or PC, so that you can update your contact information under My Settings, by adding the new phone number for the one-time passcode delivery.  After you edit your contact information to include the new phone number associated with the device you are trying to register, you will be able to login using that new device.
